Dog dropped my external hard drive! What’s my best plan of action?

Dog got excited and yanked the USB cable which sent the hard drive flying and crashing on the ground. It's an 8 Terabyte Seagate Barracuda drive. When I plug it in, the blue LED light blinks continuously but my computer doesn't see it.

I'm in South California so sent it in to a data recovery place (SECUREDATA) and they told me this:

Failure Types:

– Errors : Read Errors

– Errors : Reallocation Errors

– Mechanical : Failed Read/Write Heads

– Mechanical : Severe Read/Write Head Failure – Light Platter Damage

The media has physical issues which are preventing the data from being

accessed through normal commands. A recovery is possible in this case

once the media is fixed and imaged over inside of our cleanroom. Once

a full image of the media is obtained our engineers will scan the

contents of the entire file system for all available data. The

anticipated turnaround time for the project is dependent on the

service plan that is selected.

The plans ranged from $3,400 to $5,600 depending on how soon I needed it. I simply can't afford that much. Is there something else I can do, or someone else I can go to who would charge me something more affordable? I was hoping at most 1k. I'm open to ideas or suggestions
