In such data recovery scenario, would companies still charge?

Some data recovery businesses promote their business by having a " No data recuperation, no fee" policy. Consider a scenario where files had been all recovered and visible on file explorer, despite the fact that all files were damaged and could not open or maybe accessed. Generally, would reputable companies in the industry still charge the customer given data were retrieved, despite all of them were inaccessible/corrupted?
