No data no payment rule

So the data recovery centers I talked to about recovering data from a hard drive said that I pay a flat fee for head replacement then if data recovery is possible I would pay the rest if they can recover data. My question is what qualifies as data? I need large video files from the disk and my experience with software recovery is that I get small files, but large video files end up being corrupted and useless. Is data recovery like, either everything intact or everything corrupted? Or it's possible I get some date intact while what I need is unrecoverable but since I got "data" I still have to pay the high fees?
